The UK Government has confirmed funding for the Borders Railway extension feasibility study. The study aims to extend the railway from Tweedbank to Carlisle. With funding in place, efforts are underway to appoint a project manager and move the study forward.
Delays and Political Challenges
After last year’s government change, Labour paused many Conservative-approved projects. This included the £10m Borders Railway study to address a “£22bn black hole.” The Scottish Government remained committed, but UK Government confirmation took longer. After persistent campaigning by local residents, politicians, and Scottish Borders Council leaders, UK Government Scotland Office Minister Kirsty McNeill announced the decision on 25 February.
Government Commitment to Growth
Kirsty McNeill emphasised economic development, saying: “Growth is a priority mission for the UK Government. The £450 million Borderlands Inclusive Growth Deal spanning southern Scotland and northern England is vital for achieving this.”
“It’s great news that the UK Department for Transport has now confirmed up to £5 million for feasibility work to explore the Borders Railway extension. We look forward to working with deal partners as the feasibility work progresses.”

Strong Passenger Numbers Support Expansion
Since its opening in September 2015, the Borders Railway has exceeded passenger forecasts. This success strengthens the case for extending the railway. It highlights the importance of the Borders Railway extension feasibility study.

A Milestone for Scottish Transport
Scottish Cabinet Secretary Fiona Hyslop welcomed the news. She highlighted the Scottish Government’s commitment to public transport. Also, the 10th anniversary of the Borders Railway and its regional transformation. Hyslop confirmed continued support, stating, “We remain committed to providing up to £5 million for the business case work as part of our £65 million Borderlands investment.” She added, “We welcome the UK Government’s matching commitment and support appointing a project manager.”
Boosting Rail Connectivity and Regional Growth
Rail Minister Peter Lord Hendy reaffirmed the UK Government’s commitment to improving transport. He said, “We’re investing in infrastructure to drive growth, jobs, and housing.” He added, “I’m pleased to support the Borders Railway extension. It will open up the route for more people to explore the region’s landscapes and heritage.” He also mentioned, “I look forward to seeing how the proposal develops.”

With funding secured from both governments, the Borders Railway extension feasibility study is moving forward. The next key step is appointing a project manager to oversee the study.
